Jeff Foote is a first-term city councilor who sits on nine city boards and committees, including the public safety advisory board, transportation policy advisory board and the joint city/school Memorial Field planning committee. Jeff’s priorities are property tax stability, public safety, youth programs and recreational opportunities.

Jeff has a long history of serving in the public sector at both the state and municipal levels. He is a fourth-generation Concord resident who graduated from Concord High School. He eventually matriculated into college earning a Bachelor of Science degree in civil engineering and a master’s degree in public administration from UNH. He is a licensed professional engineer in the state of N.H. Jeff coached baseball and ice hockey for many years and served on the Board of Directors for both Concord Northeast Baseball and Concord Youth Hockey. He was the girls ice hockey coordinator for Concord Youth Hockey. Through the efforts of Jeff and others in working with the Concord School Board instructional committee, the Concord High School girls' ice hockey program (and other all-girls high school ice hockey programs) transitioned from club status to a sanctioned NHIAA sport.

Jeff has served on its Planning Board, Highway Safety Committee, Poles and Wires Commission, and Recycling and Compost Committee. Jeff also served on the Board of Directors for the N.H. Good Roads Association – a group dedicated to improving multimodal transportation opportunities in N.H. Under Foote’s leadership, Bedford’s DPW became the first and only agency in N.H. to achieve full accreditation by the American Public Works Association (APWA). Jeff was also instrumental in advancing a municipal-owned photovoltaic solar array, which is currently under construction on the town's capped landfill. This effort will offset all electrical consumption for Bedford's town-owned buildings and facilities and is projected to save property taxpayers millions of dollars over the life of the project. In 2025 Jeff was nationally recognized by the APWA and awarded professional manager of the year in engineering and technology.

His previous experience encompasses project administration for many large NHDOT construction projects, including the I-93 Exit 13 bridge project in Concord. He also worked as a project engineer for the City of Manchester, N.H.

Jeff and his wife Cindy have resided in Ward 10 for more than thirty years and have three grown children.

Your voice matters, and your vote is your power! I want to encourage all residents of Concord to exercise their civic duty and make their voices heard in this upcoming election on Tuesday, November 4th. If you prefer the convenience of in-person voting, please remember that the polls at Broken Ground School, located at 51 South Curtisville Road, will be open from 7 AM to 7 PM on Election Day.
However, for those with busy schedules who cannot vote on election day, consider voting early at City Hall via an absentee ballot. Voting by absentee ballot ensures that your vote is counted, and it provides flexibility for those who may have conflicting commitments on Election Day.
Every vote matters, and your participation makes a difference. Together, we can build a stronger Concord for all of us.
